You're very ignorant and offensive.. captain's don't make the call, the companies do. And the seafarers who are unfortunate enough to sail for lousy companies under flags like Liberia or the Bahamas or Panama are the ones who get punished. Companies don't want to supply crews with weapons because of the extra cost and insurance liabilities, and don't report incidents of piracy half the time for the same reason. Meanwhile clowns like you are happy to drive your Honda Civic to the neighborhood Wal-Mart and stock up on extra cheap goods courtesy of the cargo vessels that take the quickest routes from Asia just to keep you from paying more. Grow up.
