Visiting partner after exams?

My partner and I live apart, he's in Edinburgh and I am further up north. I used to love going down to visit him, as I like Edinburgh as a city (except the rowdy drunks outside his flat at weekends waking us up). However, last year a flat in the block was sold and a woman bought it to rent it out... unfortunately, it was a family of Poles (and no, nationality does not have anything to do with this, however if I can explain), who are very anti social and cause alot of noise which we can hear TWO floors up. They have two kids, and it was so depressing hearing banging at stupid hours of day and night from them. The council are now in the process of trying to find suitable accommodation elsewhere for them, but my exams are finished in a few weeks and I wanted to go and see my partner who has had to come up and see me the past few times because I am refusing to go down there whilst they are still living there.
